Prenant appui sur un vaste chantier de recherche-action mis en oeuvre par le Collège coopératif à la demande des Maisons des jeunes et de la culture de Bretagne, l’auteur interroge les transformations du fédéralisme associatif. Rendant compte dans un premier temps de l’examen collectif et critique du fonctionnement de la fédération régionale, il développe l’hypothèse que l’approche organisationnelle ne suffit pas à expliquer la crise d’identité de ce mouvement. Il propose d’analyser les changements qui bousculent les pratiques fédérales instituées à la lumière de la recomposition des territoires et de l’intervention publique, d’une part, de la transformation des formes de l’engagement, d’autre part. Ce constat de l’épuisement du modèle fédéral « classique » amène les acteurs impliqués dans la recherche-action à promouvoir de nouvelles formes de coopération réticulaire, ainsi qu’une définition actualisée de l’éducation populaire et de sa mission politique.

Federalism faced with the redrawing of geographical and political boundaries

Based on the major action-research project carried out by the Collège coopératif at the request of Brittany’s maisons des jeunes et de la culture (MJCs) [community arts centers], the author examines the transformation of federalism in the non-profit sector. After giving an account of a collective and critical investigation into the way the regional Federation operates, he develops the hypothesis that an organizational approach is inadequate for explaining the identity crisis of this movement. He proposes analyzing the changes that have shaken up established federal practices in light of the reshaping of the regions and public intervention on one hand, and the changes in the forms of involvement on the other hand. The conclusion that the traditional federal model has become obsolete has led the participants in the action-research to promote new networking forms of cooperation as well as an updated definition of community education and its political mission.
